Development Strategy 2026–2028

Ukraine is going through a phase of deep economic transformation. Innovation, technology and entrepreneurship are becoming key drivers of reconstruction and integration into the European Union.

The Ukrainian Startup Association defines its role as the national coordinator of the innovation ecosystem, uniting the state, business, universities and international partners.

5 Strategic Priorities

1. Development of an innovation ecosystem

Goal: Creation of a system infrastructure to support startups.

By 2028:

  • 1,000+ startups in the national database
  • 20+ partner universities
  • 10+ regional innovation hubs

2. Attracting investments

Goal: to increase access to capital for Ukrainian startups.

Through:

  • INVESTinUA (annual international forum)
  • investor matchmaking tools
  • international partnerships
  • Target: €50+ million of potential investment over a 3-year horizon.

3. European integration

Goal: Ukraine’s integration into the Digital Decade and the EU innovation space.

Tools:

  • StartAid Ukraine (integration with DSJP)
  • participation in Horizon Europe, Digital Europe
  • international consortia

4. Education and digital skills

Goal: development of entrepreneurial and digital competencies.

Plan:

  • support of university startup schools
  • 100+ learning opportunities on the platform
  • development of skills intelligence analytics

5. Politics and Advocacy

Goal: creating a favorable regulatory environment.

Actions:

  • policy briefs for government agencies
  • participation in working groups
  • analytical studies of the innovation sector
